No SIM is shown in network indicator on mako

Bug Description

Since image 188 or maybe before and also on 189 the SIM card is no longer detected.

On first boot with 188 the Network Indicator line that used to show the cellular status stayed empty.
For every further reboot and also after the update to 189 the line claims "No SIM"

Same when updating to image 193.

but .. when I bootstrap the device instead Sim card is detected again.
