When dismissing a call in the greeter, user session thinks it is missed

Bug Description
If you use the split greeter silo (landing-002), you will see the following bug:
1) Create an incoming call.
2) Dismiss it from greeter by pressing Decline
3) Notice that in the user session, the messaging indicator shows a missed call.
Here's how to test split greeter:
$ ubuntu-device-flash --channel=
$ adb shell
# add-apt-repository -y ppa:ci-
# apt-get update
# apt-get dist-upgrade
# exit
$ adb reboot
