targetcli-fb package does not create its backup dir

Bug Description
"targetcli-fb" uses a backup dir to store a history of configurations.
By default this is: "/etc/rtslib-
This mechanism is already active and working in a default install, when the user manually creates this directory. I think this is an omission of the packages installer.

I just came by looking at targetcli-fb and found that bug.
Let me update a few things to the current state.
$ dpkg -L targetcli-fb | grep back fb-target/ backup

That is on focal, so the issue is resolved.
The issue was resolved in targetcli-fb 2.1.43-2
Therefore Bionic still is affected, but all following versions are fixed.
