Can 20 sec pause when booting with a detached network interface be eliminated?

Bug Description
I have a wi-fi card and ethernet in my laptop. I don't really use the Ethernet,
just the wi-fi.
When I boot up near a hotspot, everything goes fine. However, if I boot up away
from a hotspot, there is like a 20 sec pause at boot. Could this pause be
eliminated in the future?

My understanding is that this will be addressed with the integration of network
manager and friends in Hoary. We'll track that project separately, so closing
this bug.
