init{0,6} not performing scripts

Bug Description

Using 10.10 RC, when issuing any variation of reboot/shutdown/halt, the init scripts for 0,6 are not executed. If I tell my machine to shutdown or reboot from the command line, it will literally shutdown in 1 second. This causes fsck to re-check every filesystem on every boot, and has caused filesystem errors as well.

Let me know what I need to provide. I have verified it with both -generic and -server versions of *buntu
