shutdown -H changes to runlevel 1

Bug Description

Hello,

shutdown is documented in its manpage like this:

       -h Halt or poweroff after shutdown.

       -H Halt action is to halt or drop into boot monitor on systems that
              support it.

       -P Halt action is to turn off the power.

The shutdown argument -H of Ubuntu Hoary changes to maintenance runlevel 1 and not
to runlevel 0 with halt without poweroff.

I couldn't check the latest Breezy for this behavior.
But since I couldn't find a bug report related to this someone should check
shutdown of Breezy!

  * Make -H work correctly and end up with system halted rather than
    dumping the user into single user mode.
