Missing changelog.Debian.gz from sysvinit-utils

The binary package sysvinit-utils does not include the changelog.Debian.gz file.

Lintian reports it as an error:

E: sysvinit-utils: no-changelog usr/share/doc/sysvinit-utils/changelog.Debian.gz (non-native package)

I looked in the sysvinit-utils package in all releases of Ubuntu >= Bionic [1] and could not file anywhere ; whereas it's present in Debian [2]:

It strongly suggests that our Delta from Debian is faulty.
