Line repetition with CONCURRENCY=shell

Bug Description

 1. Set CONCURRENCY=shell in /etc/init.d/rc
 2. Boot with the "single" option
What happens:
 Output lines appears twice. For example:
 Starting hal... [Ok]
 Starting hal... [Ok]
 Starting something... [OK]
 Starting something... [OK]

Expected result:
 Starting hal... [Ok]
 Starting something... [OK]

Changed in sysvinit:
importance: Undecided → Low
status: New → Confirmed
