Bug Description

Attempting to change the language in system settings to anything other than the default configured language on a fresh install results in the banner "Failed to install package Failed to obtain authentication.". There is no popup asking for authentication and rebooting afterwards results in most language being unchanged.

Confirmed. sudo systemsettings5 kcm_regionandlang works so something is failing with kdesu
