I noticed that the `kubuntu-settings-desktop` package was marked by `apt` as `Residual config`. So I attempted to reinstall it using `sudo apt-get install --reinstall kubuntu-settings-desktop` and that seems to have fixed the missing icon. This appears to be a workaround for this issue.
