Bug Description

Setup: Dell Precision M460 laptop with internal screen and an external screen attached via DisplayPort

Launch systemsettings5
Go to Hardware --> Display and Monitor
Put the mouse over one of the screens
   Cursor changes to four arrows
Click and hold the left mouse button and attempt to move the screen to a new location

Result: The entire application window moves, making it impossible to change the screen layout.
Expected: A single click, hold and move should just move the screen under the mouse pointer.

Double click and hold allows the screens to be moved around, but the instruction just says "Drag screens to re-arrange them".
