This looks to be the same as the second problem being discussed at
https://askubuntu.com/questions/1086067/cannot-upgrade-in-ubuntu-18-04

I suggest you try their workaround:
sudo rm -f /run/systemd/resolve/stub-resolv.conf
sudo dpkg --configure -a
