udev does not create devices plugged into USB 3.0 ports

Bug Description

Hotplugging devices into USB 3.0/1/2 Ports does not create devices in /dev. The plugged device is not accessible afterwards. This is for all of them: USB-Disks (HD, CDROM, Tapes), USB to serial converters, Audio, Video, Cameras.

This was reported aginst systemd 248.3-1ubuntu8.2 in Impish, which is no longer supported. If this is still relevant in a supported release, please open a new bug report.
