I can't reproduce this on my system:

$ lsb_release -r
Release: 20.04
$ dpkg -l systemd|grep systemd
ii systemd 245.4-4ubuntu3.2 amd64 system and service manager
$ systemd-run --user --wait true
Running as unit: run-u811.service
Finished with result: success
Main processes terminated with: code=exited/status=0
Service runtime: 3ms

How are you logged into your system? ssh? desktop graphical login? serial console?

Oh that's weird, I was logged in over ssh.

Fresh install of 20.04 with updated installer so I assume systems is up to
date, I'll check later.
