"journalctl -n1000 -r" does not do what you would expect

Bug Description

I would expect "journalctl -n1000 -r" to display the most recent 1000 log entries in reverse order.

Instead, what it appears to do is skip over the 1000 most recent log entries and display the 1001st - 2000th log entries in reverse order.
