Bug Description
Once in a while I get:
[ TIME ] Timed out waiting for device dev-hvc0.device.
[DEPEND] Dependency failed for Serial Getty on hvc0.
That means I cannot login to the system using the console, and sometimes it's the only method available. Console is on hvc0 itself.
Happens on bionic and xenial.

There is not enough logs, nor information about your system.
Please provide a journal log, from such a failed boot, also description of your system, contents of /run/systemd, kernel command line. Also which kernel are you booting, and are necessory kernel modules available.
It appears that hvc0 console is detected, and is expected to be there...
