Ubuntu Xenial: Job local-fs.target/start deleted to break ordering cycle starting with networking.service/start

Bug Description

It looks that there is a cyclic dependency in some of the systemd services: see log.

The VM was created some hours ago using the latest packages.

I'm not really sure if this is a problem with systemd - if not maybe somebody can point me to the buggy package.

Please note that 'opt' is one of the LVs. Depending on the boot this is replaced e.g. with 'home'.
