nfs-kernel-server doesn't wait on (luks) encrypted fs on startup

Bug Description

nfs-kernel-server fails on startup when the exported FS is on an encrypted partition that requires a password entry.

Currently nfs-kernel-server must be restarted in order to export the FS.

The nfs-server.service unit declares a dependency on the local fs being mounted before it starts:

After= local-fs.target

So why does this not catch your encrypted partition?

Hi Steve

I don't know.
I guess it only waits until local-fs.target gets started, but not until it and all its dependencies finish. It takes a while until I have entered the passphrase

It still worked a few weeks ago.
I don't trust systemd.
