openvpn network manager plugin dns server settings do not take effect in 16.10

Bug Description

when using the network manager openvpn plugin the DNS servers do not always seem to correctly get passed to the system for use.

Sometimes it works, but at some point resolved seems to choose to use the local DNS servers again and not use the ones provided by the openvpn server.

I believe this was fixed in Ubuntu 17.04 and later. If you are still experiencing this problem with a currently supported Ubuntu release, please reopen this report.
