package libsystemd0 (not installed) failed to install/upgrade: unable to open '/lib/x86_64-linux-gnu/libsystemd.so.0.14.0.dpkg-new': Permission denied

Ran do-release-upgrade on a Windows Insider build that had an up-to-date install of Bash on Windows from Anniversary Edition installed.

I had done this upgrade on another Windows 10 Insider machine, about a month ago, without these errors.
