Oh, that's interesting, duplicated line is supported normally AFAIK. That's the case here, I have as well: tmpfiles. d/00rsyslog. conf:d /var/log 0775 root syslog - tmpfiles. d/var.conf: d /var/log 0755 - - -

and systemd- tmpfiles- setup didn't fail here.
You have truncated lines in your systemctl status output ("Duplicate line for path "/var/...ring."), do you mind rerunning it with -l? Thanks
