Hey, thanks for unveiling that bug! That comes from missing lines in the D-Bus configuration file that prevented the groups module from owning the right name. users-admin was not able to contact it, leading to a timeout error after a few seconds.
I've committed a fix in the system- tools-backends upstream, it will be available with the next upload to Lucid. Please do continue testing users-admin and reporting bugs in it!
