libuser1 doesn't provide config file /etc/libuser.conf

Bug Description

On Ubuntu 16.04.3 if you are planning to use libuser-lid tool for looking up user information, it will always fail because of missing configuration file /etc/libuser.conf

Steps:
apt install libuser
libuser-lid -gn root
Error initializing libuser: could not open configuration file '/etc/libuser.conf': No such file or directory.

I know creating I empty config file resolves the issue, but the real solution would be to include '/etc/libuser.conf' in the package libuser1 as it was done in Ubuntu 14
