use libinklevel for reporting toner levels

Bug Description

Binary package hint: system-config-printer

system-config-printer only seems to report toner levels for network printers whose driver reports them using SNMP. It would be nice to also utilize libinklevel for local printers, so that we don't have to use the command-line for this functionality.

This should go into the drivers, not into system-config-printer.
