system-config-printer troubleshooter segfaults

Binary package hint: system-config-printer

When I run the troubleshooter from system-config-printer, it segfaults after I have selected my printer (which is a Laserjet 4350).

Can you please run this command:
sudo force_start=1 /etc/init.d/apport start

And then start system-config-printer again and repeat the steps necessary to trigger the bug. This time the crash should be detected by a crash report tool that will submit a bug that includes lots of logs and also a complete stacktrace (this will be very useful for the developers trying to fix the bug). Thanks.

Apport gives an error "urlopen timed out"; is there a way to upload
the crash report manually?

The crash report is written to /var/crash/<executable_path.uid>.crash, so you can upload that manually.
