Please run the following command in a terminal window:

sudo apt-get install gir1.2-notify-0.7

Then try to start system-config-printer again. Does this solve the problem?

---------------
system-config-printer (1.4.2-0ubuntu2) saucy; urgency=low

  * debian/control: Let system-config-printer-gnome depend on gir1.2-notify-0.7
