Bug Description

Upgraded from 13.04 64-bit to 13.10 64-bit using the software updater dialog. All updates installed as of: 12/28/2013. "Logical Volume Management" AKA system-config-lvm (installed through Ubuntu Software Center) will not open. When clicking the icon in the launcher it flashes for a few seconds then stops and does nothing. Critical, I am unable to perform maintenance on my LVM volume without this. I do not see any GUI alternatives listed in the software center.

Details
Release: Ubuntu 13.10
system-config-lvm version: 1.1.18-1
expected: GUI for managing LVM to open
what happened: Icon flashed for a few seconds then stopped, nothing appeared.

I am also unable to launch the LVM GUI on 64-bit 13.10. I get the same error.
