system-config-kickstart is one of 3 packages in main keeping source pygtk in main. (The other two are ibus-sunpinyin and python-pyperclip, an OpenStack-related package.)
pygtk has been unmaintained upstream since around 2011. The way forward is to port system-config-kickstart to use GObject Introspection bindings. This also requires porting to GTK3.
