15.10 Live CD syncs and sets hardware clock

Bug Description

With the AMD64 version of the Ubuntu 15.10 live CD the system uses systemd-timesyncd to synchronize the system clock and then proceeds to sync the system time to the hardware time. When the system is restarted, it is possible that another operating system will have the incorrect time. Shouldn't the live CD not alter the hardware clock?

This bug need refiling against a specific package - syslinux?
