When you see the keyboard icon, please:
 - press a key
 - select a keymap
 - browse the menus to change your boot options
 - remove both 'quiet' and 'splash' from the kernel commandline
 - boot

and tell us what you see. Do you still get an empty black screen in that case? Or do you get a wall of text? If you wait a few minutes, do you eventually get a graphical screen (without first seeing a splash)? If you wait the same amount of time with a normal boot, do you see the same graphical screen?

Changed in plymouth (Ubuntu):
status: New → Incomplete

Menu comes up perfectly with just hitting a key there, and I've booted and
running great.

I'm afraid that doesn't answer the question. Did you boot with or without
the 'quiet' and 'splash' options? Did you see text scrolling by at boot
time, or not?

Sorry, thus got buried in my email.

Booting after hitting a key was with the quiet and splash options.

Also after hitting a key and changing the parameters to live-nosplash, I
got the desktop as well.

It seems that the menu just needs a key pressed to start it?
