Binary package hint: synaptic
I marked tor and privoxy to remove completely, but tor generated an error. Then Synaptic modify marked changes and it mark tor to remove only (and not completely).

Steps to reproduce:
Mark package A for installation.
Mark package B for complete removal.
Click "Apply" on menu.
Disconnect network.
Click "Apply" on dialog.
Expected:
Both packages are left as marked before.
Actual:
Package A remains marked for install.
Package B is changed to regular, not complete, removal.
Architecture: i386
