Bug Description

Binary package hint: unity

When Synaptic is downloading or installing packages appears a small window in foreground and the main window (if it's maximized) isn't minimizable because the three buttons aren't available in the higher bar.

that's synaptic itself which set the controls to display, not specific to unity

Confirmed in Synaptic - as mentioned by Sebastien above, this is not anything to do with Unity. It's up to synaptic to manage it's own controls.
