'Mark for upgrade' does not work for upgradable packages

Bug Description

Binary package hint: synaptic

Open synaptic and double click on a upgradable package or select Package -> 'Mark for upgrade'. Nothing will happen.

This is a regression in 0.63.1ubuntu4, because 0.63.1ubuntu3 worked without problems.

Yes this is true.
I had to downgrade this package to 0.63.1ubuntu3.
Only the "Mark All Upgrades" button works.
