Provide list of manually selected packages

Bug Description

Binary package hint: synaptic

Provide a list of manually selected and installed packages in synaptics to export and import. So only those packages, I intentionally selected for installation.
Currently there is the section "manually installed" but this section lists far more packages. I suppose, all manually installed packages plus the default ubuntu packages.

This list, that I am suggesting, would be useful to mirror my software environment cross-plattform, cross-distribution over several PCs.

The problem is that in the past installing a new system left all many of the base packages marked manually installed. This number has been greatly reduced recently (see my comments in bug #512481), but it is not a fault with synaptic per se.
