Synaptic don't use system proxy settings

My laptop connected to Internet, but it have no direct access to Internet, instead it use proxy.
Proxy setting (server name, port, username/password) defined in "Network Proxy" (System -> Preferences -> Network Proxy).
Updating my system via update manager have no problem, but I can't install package via Synaptic, as it not use system proxy settings, instead it have its own tab to define it.
1. I can't define there proxy credentials, as it suspend, see #112397
2. Why synaptic use its own proxy setting instead of global system proxy settings?
