Bug Description
Binary package hint: update-manager
9.04 Distribution Upgrade done today (as per the prompts from the Update Manager) overwrote my pinned version of Pan with the latest repository version.
It also re-installed the Network Manager packages which I had removed previously and did not (ever!) want to use again.
I'd rather not have packages I do not want force installed on my system without my permission.

Could you please attach the log in /var/log/ dist-upgrade/ * ? It should honor the pinning. On a upgrade it will (re)install ubuntu-desktop, this is why you probably got network-manager, but the logs will tell the details.
