add reload button after repositories change

Bug Description

Binary package hint: synaptic

When you change the repositories and dialog appears:

"repositories changed. You have to click in the Reload button."

But the dialog doesn't have any reload button. You have to close it and then click in the reload button above. Instead the dialog itself should have a reload button and ask whether to Reload or not. The tickmark should ask whether to always do the chosen action in the future.

I'd suggest to put it in the wishlist as it makes sense to update the index after adding or changing the repositories !
