Bug Description
Whenever I am behind a proxy and I want to connect to internet, I supply my username and password to the proxy manager. Now this I observed with Synaptic, that whenever I am giving a password, which has special characters like '@' , '%' then there is a problem. The password and the proxy site cannot be resolved properly and the application cannot connect to the internet
Say my passwd is
pass@123
so when the proxy manager tries to resolve
username:
it generally takes 123@proxy as the prosy server's name and hence cant resolve it.

Thank you for reporting this bug. Please add your Ubuntu version and the version of synaptic. Have you tried to escape the special character with a \ ?
