The "Add Repository" dialog in synaptic should be modal

Bug Description

Since the Add Repository dialog is just a dialog it doesn't show in the
windowlist, but since it's not modal, it's really hard do find if again if you
switch to firefox to check out that URL.

It's now set to modal (with the next upload) and it should already appear in the
window list.

This seems to have crept up again in the final version in breezy.

The normal add repository dialog behaves fine, but the custom add repository dialog
disappears if you switch windows!

I just tested this problem with the latest dapper and I can't reproduce it anymore. Please reopen if you still can.
