synaptic is entirely in English, previous versions were translated

Bug Description

After the last update, synaptic is entirely in English, regardless of the system language or the environment variables. The language I use is Brazilian Portuguese and, on previous version, the strings were translated.

Thank you for your bug report, that's because synaptic has been changed to use launchpad translations, which means the translations have been removed from the binary in favor of langpacks, they should be included again in the next langpack update
