Bug Description
After installing from CDROM, my repositories list included both the CDROM, and
network respositories with the same content.
When attempting to install a package, Synaptic prompted me to insert the install
CDROM, and failed to install the package without the CDROM. However, this
package was available in the network repositories.
I removed the CDROM from the repositories list, and that fixed the problem. But
it would be better (IMHO) to have Synaptic automatically retry other repository
that have the same file.

To do this apt needs to support it first. There is a bug open about it (#2281).
The code in synaptic is there.
