Reload repos automatically

Bug Description

Synaptic, upon exiting the edit repo dialog, should just reload the repository
information if it has changed, rather than asking the user.

Thanks for your bugreport.

I'm not sure that it should reload automatically. It's a potential lengthy
operation and it may require the user to connect to the internet first. But this
(that there is no way to request a network connection from a application) is
probably a seperate problem.

This will really only work if bug 17138 (preform operations in the background)
get implemented. Thus I have marked this bug as depending on that one.
