missing closing b tag in german translation of downgrade action label

Bug Description

When downgrading a version of a package, e.g. `firefox` the following warning is printed to console:

```
(synaptic:22903): Gtk-WARNING **: Failed to set text '<b>firefox</b> wird durch eine <b>ÄLTERE VERSION ERSETZT<b>
' from markup due to error parsing markup: Fehler in Zeile 2, Zeichen 10: Element »markup« wurde geschlossen, aber das derzeit offene Element ist »b«
```

This seems to have no impact on the behaviour of the program, but should be fixed anyway.

The string in question seems to be https://translations.launchpad.net/synaptic/main/+pots/synaptic/de/398/+translate, which indeed is lacking a closing b tag. (It also seems to be part in uppercase for some reason).

While this seems to technically be the upstream translation for synaptic, I've taken the liberty to also mark Ubuntu translations as affected by this.

I don't seem to understand what you're referring to by translation url. However, I can no longer test this easily since I'm using wayland. If you really need me to test this, I can do it in a VM.

So it was fixed in Launchpad on 2017-06-30. However, on artful I get:

$ echo $(LANGUAGE=de gettext -d synaptic '<b>%s</b> will be <b>downgraded</b>
> ')
<b>%s</b> wird durch eine <b>ÄLTERE VERSION ERSETZT<b>

So not fixed in the package, and I see that it hasn't been fixed in bionic either.

The package maintainers need to do a translation update.

(In other words: There is no fix availble to test yet.)

@Tobias: That bazaar branch is probably history.

However, I just realized that synaptic was moved from main to universe many cycles ago, and it's now being synced with Debian. synaptic no longer makes use of the Launchpad translations.

@Sebastien, @Michael: Wouldn't it be best to drop the synaptic translation template in Launchpad, so translators are not mislead to work there in vain?

Yes, it is a good idea to remove every old thing from here.
Please make also an info on https://launchpad.net/synaptic where the project can be found.
So we can translate it on github.

Or like Linux Mint: translating on launchpad and syncing to github. But if synaptic is not really active and no one is not regularly syncing better remove it from here.

I talked with Sebastien on IRC, and we concluded that it's best to re-enable the use of language packs for Synaptic, and with that activate the LP translations again.

Translations of synaptic via Launchpad have now been re-enabled for Ubuntu. The translations in the package source are about to be imported to LP.

As a general rule it's still best to propose big translation changes to the upstream repository at <https://github.com/mvo5/synaptic>, so also Debian users benefit from them, but from now on modifications and additions made in LP will be effective in Ubuntu.
