Synaptic filter by field always reset to "exclude"

Bug Description

Steps to reproduce
1) Create a new custom filter named "Installed - debug"
2) In the "state" tab, check only "installed"
3) in the "Properties" tab, click "New" button, then select "package name", "include" and type "dbg" in the text field.
4) select another filter
5) re-select the new filter ("Installed - debug) : the property rule reseted to "package name" *exclude* "dbg" !
6) closing filter window and selecting the filter in the main synaptic window doesn't filter according the wanted "package name includes 'dbg'" rule.

Whatever property rule you create, each time you quit the current tab, the current fileter or re-select the previously created "include" rule, it reset to "exclude". So there is no way to create a filter that *includes* some value for some field !

Reported against Ubuntu 16.10

Expected behaviour : after step 5, the rule remains as "package name" "includes" "dbg" and once the filter window is closed, you can select your newly created filter and the package view is updated so you can see only package having a name including "dbg".
