synaptic cannot write config file in apt.conf.d

Bug Description

When Synaptic starts, it writes into console "cannot open /etc/aptapt.conf.d/99synaptic to write APT::Install-Recommends". Probably somebody forgot to insert slash between /etc/apt and apt.conf.d
