Bug Description

Test case:
Install synaptic, use it to install or update packages
Ck. File > History, it appears to be blank, users will have to 'pull' the far left side to the right to actually see.
In 14.04 the date column is always very small & needs to be pulled to the right to see full dates. Now it's completely pushed to the left.
Likely a gtk3/synaptic issue..

I cannot reproduce this bug.
Synaptic does keep and update the history.
You can also adjust this feature from Settings - Preferences - Files.

On the other hand, Synaptic needs to be rebuilt against the newer vte-2.91.

I think this may simply be that the left hand pane of the History window is set as invisible and not showing.
Pull the pane divider to the right and the list of dates may appear as it has for me with full history available.
This has to be repeated at every use of synaptic

Thanks ajgreeny, that worked for me and like you I have to do that each time I restart synaptic.

So the bug is trivial and easy to fix.

As a non-LTS release, 15.10 has a 9-month month support cycle and, as such, the support period is now nearing its end and Ubuntu 15.10 will reach end of life on Thursday, July 28th. At that time, Ubuntu Security Notices will no longer include information or updated packages for Ubuntu 15.10.

That issue has been fixed a while ago.
