Bug Description
It would be very nice if Synaptic provided another filter present by default, possibly called "top" packages. This would show all packages where no installed package depends on the package, i.e., the package can be uninstalled without having to also uninstall any dependencies.
Currently, you can create a custom filter, and make it exclude packages with any dependent packages with a regular expression. This isn't the complete solution, though, as it will only show packages where _no_ other package depends on it, whereas it should show packages where no _installed_ package depends on it.
