Synaptic does not list all manually installed packages in "Installed (manual)"

Bug Description
In Ubuntu 12.04 some packages although manually installed (verified by: apt-mark showmanual) are not shown in "Installed (manual)". Reinstalling or changing the status of those packages to automatically installed and back (to installed manual) does not help. When custom filter is created for "Manual installed" it lists all manually installed packages.
If I understand it correctly "Installed (manual)" should list the same packages as custom filter with only "Manual installed" option selected (and this should be the same as packages returned by: apt-mark showmanual). In my case packages like apt, bash, coreutils dpkg, grep, and so on are not listed in "Installed (manual)".

Thank you for submitting this bug and reporting a problem with synaptic. You made this bug report some time ago and Ubuntu has been updated since then.
Could you confirm that this is no longer a problem and that we can close the ticket?
If it is still a problem, are you still interested in finding a solution to this bug?
If you are, could you let us know, and in the current version, run the following (only once):
apport-collect BUGNUMBER
and upload the updated logs and and any other logs that are relevant for this particular issue.
