Please see the attached py39 unit test failures. These can be recreated with tox -e py39.

* Only test with &-delimited query strings

Can you confirm that these seem to address the issue for you? I'd be happy to tag a 2.27.1 if they do (assuming that doing so would be helpful to you).

That worked! I picked those 2 patches to our package so personally I don't need a point release for it. Thanks Tim.
