update version or downgrade svn

The program fails at the first revision with a deleted file.

As described in https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=204023 there is a bug in svn-all-fast-export if you use it with svn 1.9 which is the default at ubuntu 16.04.
There is a new version 1.11 https://github.com/svn-all-fast-export/svn2git/releases/tag/1.0.11 which fix the bug. So it would be great if the source are updated. Otherwise the package should be removed.
